Funding and sponsorship

The Foundation can be funded and sponsored by governmental and non-governmental institutions, legal entities or individuals from the country and abroad. The Foundation may open separate accounts for each of its funds as required by law (fundraising, donations, project or contract funding) or operate separate cash registers. The Foundation may receive donations of assets from its members and from other natural and legal persons in the country and abroad. The Foundation may rent equipment it owns for a fee set and periodically reviewed by the Board of Directors. The assets and funds of the Foundation shall be used only for the realisation of the Foundation's mission statement and the achievement of the Foundation's objectives.

Income and expenses

The Foundation has its own income and expenditure budget. The Foundation can finance and sponsor legal entities or individuals in the country and abroad. The Foundation may receive donations from its members and from other natural and legal persons in the country and abroad. The Foundation's income comes from:

Non-profit activity

a) other income from non-profit activities, including amounts received from participants in symposia, workshops, conferences, seminars, training, education and further training programmes related to the objectives of the Foundation;
b) fundraising, sponsorship, donations or legacies; donations received in favour of the Foundation must be in line with the objectives of the Foundation and shall be accepted by the Board of Directors; legacies and other contributions may be in kind, goods, royalties, credits, etc. and shall be recorded in a special register;
c) resources obtained from the state and/or local budgets;
d) dividends from companies set up by the Foundation;
e) interest and dividends resulting from the investment of sums available under the legal conditions;
f) grants and non-repayable loans from external sources;
g) other income from non-profit activities, including amounts received from participants in conferences, etc.

Direct economic activities

a) consultancy services provided on behalf of the Foundation;
b) editing, publishing and disseminating specialist documentation, magazines, books, promotional material, etc. relating to the specific activities carried out by the Foundation;
c) organising seminars, colloquia, conferences, in relation to the objectives of the Foundation, as well as training, education and further training programmes for specialists involved in actions arising from the administration and management of emergency management;
d) other activities to build on evaluations carried out on the basis of the Foundation's methodologies;
f) licensing fees derived from the granting of the right to use methodologies for which the intellectual property or management rights belong to the Foundation;
g) other income from direct economic activities or other sources provided for by law.

The Foundation incurs expenses for:

a) Organisation of the activities set out in the programme of activities;
(b) publishing its own publications;
c) Subscriptions at home and abroad;
d) Awarding prizes for outstanding activities to encourage its members;
e) Scholarships;
f) Logistical and material support;
g) Membership fees, in case of affiliation to organisations in the country or abroad;
h) Salaries of the Foundation's staff;
i) Travel in the country and abroad for activities in the programme of activities;
j) Participation of members of the Foundation in events organised in the country or abroad;
k) Participation in the establishment and development of research or production units or other legal entities;
l) Sponsorships;
m) Various expenses, with the approval of the Governing Board.


The financial activity of the Foundation is controlled by an auditor who reports to the Foundation's Board of Directors. The Foundation's management censor verifies the execution of the budget, financial accounting operations and supervises the regularity of the records, presenting his report to the Board of Directors at least once a year.
