The last final stage before Bulgarian exercise!
From 01 to 02.03.2016 in Montana, Bulgaria was held the last planning conference of the second exercise of LOT 2 for water related modules field exercises. Addressing the preparedness for the exercise, the conference was looking in deep details over the scenario, participants, logistic and organizational issues.  Organized by a consortium under the leadership of the "National Center for Disaster Management" (CN-APELL) and partners from the General Inspectorate emergency Romanian, Estonian rescue board and Chief Directorate "Fire safety and population protection" from Bulgaria, the exercise aims to provide training, close to real mission conditions, for  the personnel and equipment of civil protection modules.
Representatives from ten countries, the governor of Montana, Director of Operations from Bulgarian Directorate for Fire Safety and Civil Protection, the deputy of Montana City mayor, the head of the police department, as well as representatives of the modules that will take part in the exercise together with the management team have discusses the main issues raised by the organization of the exercise.

During the conference the last details on the organization and conduct of the exercise were clarified and the representatives of the modules had the chance to get familiarized with exercise’s sites, EXCON workplaces, and the program for instructors, observers and evaluators.
The scenario of the exercise (within four days of the exercise -  10-13.03.2016 )  provides a great opportunity for the two high capacity pumping modules  (HCP) from Estonia and Germany, the water purification module (WP) from Hungary, together with a team of  international experts from European Union Civil Protection Mechanism  (EUCPT) and its Technical Assistance and Support Team (TAST) from Romania to support the Bulgarian authorities in dealing with the consequence management of the major flooding affecting Bulgaria, especially Montana Region.

The planned exercise is not only about delivering a venue, scenario, injects and role-players, but is about more of the quality driven preparedness, training and improved response system. In such a system, the Commission and the Participating States closely monitor key areas of operational readiness and mechanisms are in place to feed the lessons learnt of missions into the procedures, training and exercise system.
The exercise will provide a close to real environment   in order to push modules to train them   into   an international environment, too coordinate their actions in order to better support the affected country. While working teams will be confronted with a number of critical situations requiring rapid intervention, coordination of actions, with other modules as well as with representatives of local authorities, voluntary organizations and other NGO’s, the European Civil Protection Team will focus on coordination of the modules’ response, trying to integrate it, as much as possible in the Bulgarian national one.
