Stakeholder/working group meeting

According to the project scheduled activities, the following representatives took part in Bucharest, Romania, between the 09 -10th of June 2015, to the LOT 2 Stakeholder and working group planning meeting:

The participants of the EU MODEX stakeholders meeting were welcomed by Mr. Alexandru OZUNU, President of CN APELL-RO, Mr Pekka Tiainen, seconded national expert from DG ECHO and Mr. Vlad PETRE, acting Head of International Relation Department IGSU. Also, the participants presented themselves in a “tour de table”.

The milestones of the project activities, as follows:

  • June – August 2015 – Exercise Handbook, risk assessment and Safety&Security instructions;

  • September 2015 – visit to Arad sites with the main trainer and EXCON;

  • 14 – 16 September 2015 –Planning meeting in Arad;

  • 22 – 25 October – Exercise in Romania (Arad);

  • 01 – 02 February - Planning meeting in Bulgaria;

  • 10 - 13 March 2016 – Exercise in Bulgaria (Montana);

  • 04 – 06 April 2016 – Planning meeting in Estonia;

  • 19 – 22 May 2016 - Exercise in Estonia (Saaremaa);

The partner countries (RO, BG and EE) has decided that real countries will be played because it will be more realistic for the teams (real set-up when using Google maps, geography coordinates, locations, real local authorities, etc) and will offer the states a good opportunity to test their own procedures, the HNS, on-site coordination in case of disaster occurrence (local authorities involvement, communication between main actors, test the national logistic possibilities in this context: distribution, storage, etc.

The Commission representative, Mr. Pekka Tiainen underlined that:

  • Special attention should be given to the preparedness of the exercise: the EUCPT/TAST/OSOCC guidelines are well known by participants, standard SoPs for teams, use of VO, etc.

  • Therefore, it is advisable that a pre e-learning module should be considered (disseminating the Union Mechanism presentation, useful guidelines, training package).

  • Moreover, each team attending the exercise must have its own standard SoP, based on the COM guidelines. In case there are still teams not having them, they must prepare and get familiarized with the SoP for the upcoming exercises.

  • Also, since this kind of exercises provide an excellent platform for the modules certification process, some of the participating countries that are interested in the COM voluntary pool certification for water modules will inform as soon as possible the COM about their intentions.

  • As the exercises will not be played in a third country (non EU MS), still a special emphasize shall be put on the ECHO humanitarian aspects. So, the scenario will be designed accordingly, offering the possibility to envisage the link with the humanitarian on-site actors (NGOs, Red Cross, etc).
