Multi-country Study (2024-2026)

The aim of this project is to carry out a multinational study based on a comprehensive analysis of the disaster risk situation in the regions concerned and their capacities/capabilities to respond to disasters. The study will target beneficiaries under the Instrument for Pre-Accession Assistance (IPA) and the European Neighbourhood Policy countries (Southern and Eastern Neighbourhood).
1) IPA beneficiaries: Albania, Bosnia and Herzegovina, Republic of North Macedonia, Montenegro, Serbia, Turkey and Kosovo.
2) Eastern Neighbourhood countries: Armenia, Azerbaijan, Georgia, Republic of Moldova and Ukraine.
3) Southern Neighbourhood countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine and Tunisia. For reasons of efficiency, Mauritania, as part of the Union for the Mediterranean, is also included in the scope of the study.
The main objectives are: 1. Conduct an in-depth, country-specific risk management analysis based on the guidelines/methodology developed, covering all phases of disaster risk management and reduction (identification and mapping of main risks, mapping of response capacities and identification of capacity gaps). The analysis should focus on the field of civil protection with a cross-sectoral cooperation component, including a detailed analysis of similar initiatives.
2. Support the strengthening of disaster risk management capacities of beneficiary countries based on the use of guidelines/methodology developed to ensure sustainability of knowledge transfer.
3. Promote the development of existing regional civil protection cooperation structures and possibly new regional civil protection cooperation structures complementary or similar to the UCPM model.
